Where could i find out traffic rules for NYC ? or can you tell me what does overtaking on the right mean ?

i was in a accident and the cop said i was wrong cause i was overtaking on the right but the cop did not see that there was a right lane there so unless there is something wrong with ping the stopped left lane i could fight this and get my money . BTW he hit me in the back , lots of damage
