20 lb reinforced filler paper?

i want to buy reinforced filler paper online, but the two options are normal paper and 20 lb paper. But apparently both contain a 100 sheets/per pack? I'm confused as to what the 20 lb refers to. Are there 20 packs of 1 lb paper?
